Paste into lua/darkrp_customthings/categories.lua inside the darkrpmodification addon. Full path: garrysmod/addons/darkrpmodification/lua/darkrp_customthings/categories.lua

Do I need to restart my server?

Yes. Restart the server or change the map so DarkRP reloads customthings files.
